Recently, the Ministry of Commerce and seven other departments jointly issued the "Notice on Several Measures to Serve High-Level Opening-up and Facilitate Accommodation for Overseas Personnel" (hereinafter referred to as the "Notice"). The "Notice" focuses on eight aspects: operating in accordance with the law and regulations, improving reception capacity, strengthening industry self-discipline, giving play to the role of platforms, optimizing registration management, unblocking service channels, improving payment convenience, and creating a friendly atmosphere, to promote further facilitation of overseas personnel's accommodation in China.

The "Notice" requires that local relevant departments and network operating platforms should not use qualification requirements as a threshold to restrict accommodation operators from accommodating overseas personnel, and network operating platforms and accommodation operators should not publish information about not accommodating overseas personnel in violation of regulations; support accommodation operators to carry out training to improve service capabilities, strengthen industry self-discipline, and ensure that business operations comply with laws and regulations and consumer rights protection standards; strengthen the responsibilities of network operating platforms, and strengthen the review and approval of information released by settled businesses; further optimize the management and service work of accommodation operators for overseas personnel accommodation registration, simplify information collection items, adhere to education and management first, and be inclusive and prudent in law enforcement; improve communication and service channels for overseas personnel, continue to promote the improvement of payment convenience in the accommodation field, and create a good foreign-related service environment.

In the next step, the Ministry of Commerce will work with relevant departments to guide local governments to implement relevant measures to facilitate accommodation for overseas personnel, provide a more convenient and friendly accommodation environment for overseas personnel, and better serve high-level opening up and high-quality development.
